Schools should actively stigmatize being fat. Few things are more terrifying to a kid than being an outcast. Schools could widely trumpet the negatives of obesity. Society already chooses to ostracise smokers, drinkers, drug addicts, conditions with a far smaller social impact thank obesity. Adding obsity to that list would provide the "stick" to the "carrot" incetives of other programs
