Every citizen would be given an income derived from natural resources, financial trading, and other extractive industries. This would be paid monthly in lieu of social security, unemployment and other welfare. This would be means-blind meaning everyone receives the same amount. This would help develop a more mobile work force as people would feel more comfortable switching employment, going back to school, taking time off for vacation and so on. There is a vast academic literature on the practicality of this program, which was recently voted on in Switzerland. It has also been tried as a social experiment in New Jersey during the 1970s. It worked.
