Publicly Fund Elections and Make People Vote

It's a no-brainer. If we want elected representatives who represent the people who elected them we need to adopt a system more like the British system. Campaigning by party-chosen candidates allowed during a reasonable period before the election...only. Ads and other campaign expenses paid by the taxpayer. And...this is a biggie...people have to vote. You don't vote, you don't have a driver's license. Or a penalty is put on your taxes. Something. A Congress that represents the people might sit down and make changes to the Constitution. A Congress owned lock stock and barrel by moneyed interests, plus a Supreme Court perfectly content with imperfections that allow it a wide scope of interpretation -- these folks aren't going to change anything!
