Better student loan interest rates for science majors

Federal student loans have identical rates, regardless of a student's major. To encourage science, lower the interest rates for science majors. The cost is offset by raising interest rates for non-science majors. Navy ROTC uses this model, with different tiers of majors receiving different compensation. Loan rates could also be determined by likelihood of repayment.
